Fiscalité verte et transition énergétique au Maroc : revue systématique de la littérature et cartographie bibliométrique des recherches récentes

Résumé :
Face aux défis du changement climatique et à sa forte dépendance énergétique, le Maroc a engagé des réformes pour accélérer sa transition énergétique, dans lesquelles la fiscalité verte occupe une place stratégique, en incitant les acteurs économiques vers des pratiques plus durables. Cette étude propose une revue systématique de la littérature, combinée par une analyse bibliométrique exploratoire, afin de dresser un état des connaissances sur la contribution de la fiscalité verte à la transition énergétique au Maroc. Suivant le protocole PRISMA, 30 publications académiques et institutionnelles (2015-2026) ont été sélectionnées et analysées à l'aide d'indicateurs bibliométriques descriptifs (évolution temporelle, répartition thématique, instruments fiscaux étudiés), ainsi qu’une analyse de cooccurrence des mots-clés via VOSviewer pour identifier les groupes thématiques dominants. Les résultats montrent un intérêt scientifique croissant pour la fiscalité verte marocaine, centré sur les incitations fiscales, la taxe carbone, l'investissement vert, l'efficacité énergétique et le développement durable. Toutefois, des lacunes importantes subsistent concernant le secteur informel, l'équité territoriale et les dimensions comportementales, appelant à des évaluations empiriques plus robustes des instruments fiscaux environnementaux.

Abstract:
In response of the challenges of climate change and its high dependence on imported energy, Morocco has undertaken a series of reforms to accelerate its energy transition, with environmental taxation emerging as a strategic policy instrument to encourage economic actors to adopt more sustainable practices. This study combines a systematic literature review with an exploratory bibliometric analysis to assess the current state of knowledge on the contribution of green taxation to the energy transition in Morocco. Following the PRISMA protocol, 30 academic and institutional publications published between 2015 and 2026 were selected and analysed using descriptive bibliometric indicators, including publication trends, thematic distribution, green tax instruments. A keyword co-occurrence analysis was also performed using VOSviewer to identify the dominant thematic clusters within the literature. The findings reveal a growing academic interest in green taxation in Morocco, with particular attention to fiscal incentives, carbon taxation, green investment, energy efficiency, and sustainable development. Nevertheless, significant research gaps remain regarding the informal sector, territorial equity, and behavioral dimensions, indicating the need for more robust empirical assessments of environmental fiscal instruments.
