Transformation numérique et management hospitalier : analyse du rôle du système d’information hospitalier dans les hôpitaux marocains

La transformation numérique constitue aujourd'hui un levier stratégique majeur de modernisation et de gestion des organisations de santé. Dans un contexte marqué par la croissance des dépenses de santé, la rareté des ressources et les exigences accrues en matière de qualité et d'efficience, les établissements hospitaliers sont amenés à intégrer des technologies numériques capables d'améliorer leur performance organisationnelle et économique. Cette étude analyse le rôle du système d'information hospitalier (SIH) dans l'amélioration de la gestion hospitalière et de la performance des hôpitaux publics marocains.

L'objectif principal est d'examiner la contribution des outils numériques à l'optimisation des processus administratifs et cliniques, à la rationalisation de l'utilisation des ressources, à l'amélioration de la coordination des soins ainsi qu'au renforcement de la prise de décision managériale. La recherche adopte une méthodologie qualitative fondée sur une revue de littérature et une analyse documentaire des réformes hospitalières et des politiques de transformation numérique engagées au Maroc.

Les résultats mettent en évidence que les systèmes d'information hospitaliers favorisent une meilleure circulation de l'information, réduisent les délais de traitement, améliorent l'efficience opérationnelle et renforcent la gouvernance des établissements de santé. Ils contribuent également à une gestion plus performante des ressources humaines, matérielles et financières. Toutefois, plusieurs défis persistent, notamment les contraintes budgétaires, les résistances organisationnelles au changement et l'insuffisance des compétences numériques.

L'étude souligne l'importance d'une approche intégrée associant innovation technologique, management du changement, gouvernance numérique et développement du capital humain afin d'assurer une transformation numérique durable et créatrice de valeur pour le système hospitalier marocain.

Abstract

Digital transformation has become a major strategic lever for the modernization and management of healthcare organizations. In a context characterized by rising healthcare expenditures, resource constraints, and increasing demands for quality and efficiency, healthcare institutions are increasingly required to adopt digital technologies capable of enhancing their organizational and economic performance. This study examines the role of Hospital Information Systems (HIS) in improving hospital management and the performance of public hospitals in Morocco.

The main objective is to analyze the contribution of digital tools to the optimization of administrative and clinical processes, the rationalization of resource utilization, the improvement of care coordination, and the strengthening of managerial decision-making. The research adopts a qualitative methodology based on a literature review and documentary analysis of hospital reforms and digital transformation policies implemented in Morocco.

The findings indicate that Hospital Information Systems facilitate better information flow, reduce processing times, improve operational efficiency, and strengthen healthcare governance. They also contribute to more effective management of human, material, and financial resources. However, several challenges remain, including budgetary constraints, organizational resistance to change, and insufficient digital competencies among healthcare professionals.

The study highlights the importance of an integrated approach combining technological innovation, change management, digital governance, and human capital development to ensure a sustainable digital transformation capable of creating value for the Moroccan hospital system.
