Le port de Dakhla atlantique : levier stratégique de connectivité logistique pour l’intégration régionale et le développement territorial des provinces du sud

Abstract

Résumé :

Le port de Dakhla Atlantique constitue un projet structurant d’envergure nationale et continentale, inscrit dans une stratégie marocaine de projection géoéconomique vers l’Afrique subsaharienne. Ce projet s’inscrit dans une dynamique globale de transformation des périphéries sahariennes marocaines en hubs logistiques intercontinentaux, en cohérence avec les objectifs de la Zone de libre-échange continentale africaine (ZLECAf).

Situé au croisement des routes maritimes reliant l’Europe, l’Afrique de l’Ouest et l’Amérique latine, le port vise à désenclaver les provinces du Sud et à favoriser leur intégration dans les chaînes de valeur régionales. Ce travail  adopte une approche théorique mobilisant l’économie territoriale (Courlet & Pecqueur, 2013), la géographie des transports (Rodrigue, 2020) ainsi que les travaux récents sur la logistique numérique en Afrique (AfDB, 2024). Elle s’appuie également sur une lecture critique des rapports institutionnels et stratégiques (Ministère de l’Équipement et de l’Eau, 2023 ; Banque mondiale, 2017).

Trois axes structurent notre analyse. D’abord, le port est pensé comme un instrument de réorganisation des flux logistiques africains, notamment dans les corridors Tanger-Dakhla-Lagos et Dakhla-Dakar. Ensuite, il constitue un accélérateur potentiel de développement territorial, à travers la structuration de filières locales (halieutique, énergies renouvelables, services portuaires). Enfin, le projet porte une ambition digitale, avec la mise en place de plateformes logistiques intelligentes, de solutions e-logistiques et d’outils de gestion interopérables.

Cependant, plusieurs conditions conditionnent la réussite de ce projet. Il s’agit notamment de la mise en œuvre d’une gouvernance multi-niveaux, de l’implication effective des acteurs locaux et de la compatibilité technologique entre les systèmes d’information logistiques. Des défis persistent également en matière de formation, de coordination institutionnelle et de gestion des externalités environnementales.

Le port de Dakhla Atlantique représente un levier stratégique incontournable pour impulser une dynamique de développement territorial harmonieux et une intégration économique régionale durable. La convergence des infrastructures modernes, d’une gouvernance inclusive et d’une exploitation maîtrisée des technologies numériques s’avère indispensable pour maximiser les retombées socio-économiques et assurer l’ancrage pérenne du projet dans les provinces du Sud.

Abstract :
The Dakhla Atlantic Port is a major structural undertaking of national and continental scope, positioned at the heart of Morocco’s geoeconomic strategy toward Sub-Saharan Africa. It forms part of a wider ambition to transform the Saharan peripheries into genuine intercontinental logistics hubs, fully aligned with the objectives of the African Continental Free Trade Area .

Benefiting from a strategic location at the crossroads of maritime routes connecting Europe, West Africa, and Latin America, the port is designed to break the historical isolation of Morocco’s southern provinces and to facilitate their integration into evolving regional value chains. The analytical framework mobilized in this paper draws on territorial economics (Courlet & Pecqueur, 2013), transport geography (Rodrigue, 2020), and recent scholarship on digital logistics in Africa (AfDB, 2024). It is complemented by a critical reading of recent institutional and strategic reports (Ministry of Equipment and Water, 2023; World Bank, 2017).

The analysis is structured around three central pillars. First, the port is envisioned as an instrument for reorganizing African logistics flows, particularly along the Tanger–Dakhla–Lagos and Dakhla–Dakar corridors. Second, it is expected to accelerate territorial development by supporting the emergence and consolidation of local value chains in sectors such as fisheries, renewable energy, and port services. Third, the project carries a strong digital orientation, notably through the deployment of smart logistics platforms, e-logistics solutions, and interoperable management systems.

Yet the success of this ambitious infrastructure depends on several key conditions. These include the establishment of effective multi-level governance, the meaningful participation of local actors, and the technological harmonization of logistics information systems. Persistent challenges also remain in the areas of training, institutional coordination, and the management of environmental externalities.

Ultimately, the Dakhla Atlantic Port represents a strategic catalyst for balanced territorial development and sustainable regional economic integration. Its long-term contribution to Morocco’s southern provinces will rely on the convergence of modern infrastructure, inclusive governance, and well-managed digital technologies, ensuring both its socio-economic impact and its durability over time.
