L’efficacité des politiques publiques sportives locales au Sénégal : une approche multidimensionnelle par la complexité à Rufisque

Résumé
La décentralisation au Sénégal, initiée en 1996 et approfondie par l’Acte III de 2013, a transféré aux collectivités territoriales des compétences significatives en matière de développement sportif (Diop, 2006 ; Sané, 2016). Cependant, l’efficacité réelle de l’action publique sportive territoriale demeure une question insuffisamment documentée dans la littérature scientifique africaine (Loum, 2015). Cette communication propose un cadre d’analyse pour évaluer cette efficacité, en mobilisant une approche par la complexité (Morin, 2005) qui dépasse les modèles linéaires d’évaluation. À travers une étude de cas comparative (Yin, 2018) menée dans la Ville de Rufisque et la Commune de Rufisque Ouest, elle examine comment six dimensions interdépendantes-ressources financières, exécution budgétaire, infrastructures, accès des bénéficiaires, gouvernance et effets sociaux perçus-interagissent pour produire une efficacité contrastée selon les territoires. La méthodologie mixte (Creswell & Creswell, 2018) combine quinze entretiens semi-directifs auprès d’acteurs institutionnels et associatifs, une analyse documentaire et budgétaire couvrant la période 1996-2025, ainsi que des questionnaires administrés à 110 bénéficiaires. Le traitement des données mobilise des procédures descriptives assistées par Python et R, ainsi qu’une grille de codage thématique pour l’interprétation qualitative (Paillé & Mucchielli, 2016). Les résultats révèlent que l’efficacité ne se réduit pas à l’atteinte d’objectifs formels, mais résulte d’une dynamique entre héritages institutionnels, dépendance au sentier (Pierson, 2000), pénurie structurelle de ressources et gouvernance fragmentée (Pierre & Peters, 2000). L’étude met en évidence deux modèles territoriaux différenciés patrimonial-politique et communautaire-pragmatique qui influencent distinctement la capacité des collectivités à développer des infrastructures pérennes et à favoriser l’inclusion sociale par le sport (Coalter, 2007 ; Spaaij, 2012). Cette recherche propose enfin des pistes pour renforcer le management public du sport et la cohérence de l’action publique territoriale au Sénégal (Bayeux, 2013).

Abstract
Senegal’s decentralization process, initiated in 1996 and deepened by Act III in 2013, transferred significant responsibilities for sports development to local governments (Diop, 2006; Sané, 2016). Yet the effectiveness of local public sports policies remains insufficiently documented in African scientific literature (Loum, 2015). This article examines the effectiveness of local public sports policies in Rufisque through a complexity-oriented framework (Morin, 2005) that moves beyond linear evaluation models. Through a comparative case study (Yin, 2018) conducted in the City of Rufisque and the Municipality of Rufisque West, it examines how six interdependent dimensions financial resources, budget execution, infrastructure, beneficiary access, governance and perceived social effects interact in the implementation of sports policy. The mixed-methods design (Creswell & Creswell, 2018) combines fifteen semi-structured interviews with institutional and associative stakeholders, documentary and budgetary analysis covering the period 1996-2025, and questionnaires administered to 110 beneficiaries. Data processing used descriptive procedures assisted by Python and R, together with a thematic coding framework for qualitative interpretation (Paillé & Mucchielli, 2016). The findings suggest that effectiveness cannot be reduced to the achievement of formal objectives ; it is associated with the interaction between institutional legacies, path dependence (Pierson, 2000), structural resource scarcity and fragmented governance (Pierre & Peters, 2000). The study identifies two differentiated territorial configurations - patrimonial-political and community-pragmatic that appear to shape local governments’ capacity to develop sustainable facilities and promote social inclusion through sport (Coalter, 2007; Spaaij, 2012). The article concludes with implications for public sport management and territorial policy coherence in Senegal (Bayeux, 2013).
