LA PROBLÉMATIQUE DES LIMITES DU FINANCEMENT CLASSIQUE EN RÉPUBLIQUE DÉMOCRATIQUE DU CONGO : CAUSES ET PERSPECTIVES

Résumé

RÉSUMÉ

La République Démocratique du Congo (RDC) est confrontée à d’importantes difficultés en matière de financement de son développement économique. Malgré l’existence de mécanismes financiers traditionnels destinés à mobiliser et à orienter l’épargne vers l’investissement, le financement classique demeure caractérisé par de nombreuses contraintes qui limitent sa capacité à soutenir efficacement les activités productives et, plus largement, le processus de développement économique national. Le présent article analyse les principales limites structurelles, institutionnelles et conjoncturelles qui affectent l’efficacité des mécanismes traditionnels de financement en République Démocratique du Congo.

Approche méthodologique : Cette étude adopte une approche qualitative à visée exploratoire, inscrite dans un paradigme interprétativiste et fondée sur un raisonnement abductif. Elle combine une analyse documentaire approfondie portant notamment sur les publications et rapports de la Banque mondiale, du Fonds monétaire international (FMI), de Transparency International et de la Banque Centrale du Congo (BCC), avec une collecte de données primaires réalisée au moyen d’entretiens semi-directifs.

Échantillon : L’étude repose sur un échantillon de vingt experts (n = 20), sélectionnés selon une méthode d’échantillonnage non probabiliste raisonné (purposive sampling). Cet échantillon comprend huit cadres issus de banques commerciales, soit 40 % ; cinq responsables d’institutions de microfinance et de COOPEC, soit 25 % ; quatre représentants du secteur privé ou d’associations professionnelles, soit 20 % ; et trois responsables du secteur public, soit 15 %. La collecte des données a été arrêtée au terme d’un processus de saturation théorique, conformément aux principes méthodologiques proposés notamment par Guest et al. (2006) ainsi que Creswell et Poth (2018). Les données recueillies ont été soumises à une analyse thématique.

Principale conclusion : Les résultats mettent en évidence un ensemble de contraintes pouvant être regroupées autour d’un triptyque structurel. Le premier élément concerne la fragilité du cadre institutionnel et réglementaire, qui réduit la capacité du système financier à assurer efficacement sa fonction d’intermédiation. Le deuxième renvoie à la faiblesse de l’inclusion financière, caractérisée notamment par l’exclusion d'un nombre plus important    des PME et entrepreneurs interrogés des mécanismes bancaires traditionnels, par des taux d’intérêt élevés, supérieurs à 20 %, ainsi que par une faible diversification des instruments financiers disponibles. Le troisième élément réside dans la dépendance à l’égard des financements externes et dans les insuffisances persistantes en matière de gouvernance. Toutefois, ces contraintes sont progressivement atténuées par l’émergence de deux leviers importants : l’innovation technologique, notamment à travers la FinTech et le mobile money, et une meilleure contextualisation des mécanismes de financement aux réalités socio-économiques congolaises. Sur cette base, l’article formule plusieurs recommandations stratégiques destinées à contribuer à la réforme du système financier traditionnel et à favoriser un développement économique plus inclusif, résilient et durable en RDC.

ABSTRACT

The Democratic Republic of the Congo (DRC) faces significant challenges in financing its economic development. Despite the existence of traditional financial mechanisms intended to mobilize and allocate financial resources to productive activities, conventional financing remains constrained by numerous structural, institutional, and cyclical factors that limit its ability to effectively support productive activities and, more broadly, the country’s economic development process. This article examines the main structural, institutional, and cyclical constraints affecting the effectiveness of conventional financing mechanisms in the Democratic Republic of the Congo.

Methodological approach: This study adopts an exploratory qualitative approach grounded in an interpretivist paradigm and based on abductive reasoning. It combines an in-depth documentary analysis of publications and reports from the World Bank, the International Monetary Fund (IMF), Transparency International, and the Central Bank of the Congo (BCC), with primary data collected through semi-structured interviews.

Sample: The study relies on a sample of twenty experts (n = 20), selected through non-probability purposive sampling. The sample comprises eight executives from commercial banks (40%), five representatives of microfinance institutions and savings and credit cooperatives (COOPECs) (25%), four representatives of the private sector or professional associations (20%), and three public-sector officials (15%). Data collection was discontinued upon reaching theoretical saturation, in accordance with the methodological principles proposed by Guest et al. (2006) and Creswell and Poth (2018). The collected data were analyzed using thematic analysis.

Main finding: The findings reveal a set of constraints that can be grouped around a structural triad. The first concerns the fragility of the institutional and regulatory framework, which undermines the financial system’s ability to perform its intermediation function effectively. The second relates to weak financial inclusion, particularly reflected in the exclusion of more than 80% of the SMEs and entrepreneurs surveyed from traditional banking mechanisms, high interest rates exceeding 20%, and limited diversification of available financial instruments. The third concerns dependence on external financing and persistent governance deficiencies. However, these constraints are gradually being mitigated by the emergence of two important drivers: technological innovation, particularly through FinTech and mobile money, and greater adaptation of financing mechanisms to the socio-economic realities of the Congolese context. On this basis, the article puts forward several strategic recommendations aimed at reforming the traditional financial system and promoting more inclusive, resilient, and sustainable economic development in the DRC.
