If the ICC’s goal of adopting the principle of judicial integration is to strike a kind of balance
between the need for the state to preserve its national sovereignty and the establishment of a
permanent international judicial system that seeks to intervene to protect human rights, there
are those who see the icc’s work as an infringement of the national sovereignty of states, as long
as it has priority in prosecuting international perpetrators when granting the UN Security
Council the right to refer them, even if the state to which they belong is not a party to the treaty
